Better Government Competition

For the 19th Better Government Competition, Pioneer seeks innovative proposals for effective, yet affordable government.

State and local governments across the country face extraordinarily tight budgets. They struggle with lower tax revenue and built-in structural costs. As they adopt new accounting standards that require them to declare and fund liabilities for healthcare and pensions, budgets will only grow tighter.

This year, many state and local governments avoided difficult budgetary decisions through the application of federal stimulus money, but this is not a strategy for long-term success.

There are a handful of state and local governments weathering the crisis more effectively. We want to learn from them, and from businesses that continue to innovate and become more productive even in a time of recession.

We seek proven programs and ideas that do at least one of the following:

  • › Reengineer or outsource existing programs/delivery channels to preserve services and lower costs
  • › Deliver Services More Efficiently
  • › Implement innovative policies with minimal or non-existent incremental costs
  • › Identify and eliminate non-core and duplicative programs
  • › Create durable mechanisms to avoid future fiscal crises
