Coworker time was not accounted for. The"state" car was used for employee errands. I saw "negative" contracts everywhere. Sleeping on the job. What an abortion. Twenty percent of the employees were doing eighty percent of the activity (read: something that came close to work). What is the Department of Mental Health's Budget? Can it be accounted for? Public?
